Abstract

In Italy, the regional public works lists, which are mandatory for public contracts, are drawn up by the regional departments, under the supervision and coordination of the Ministry of public works. Regarding the architectural heritage, both listed and unlisted, however, the lack of coordination by the Ministry of Cultural Heritage produces price items often improper and reductive for historic buildings, resulting in a lack of reporting of best practices, represented in the price list. European guidelines encourage sustainability in building processes. In Italy, although most of the residential building stock consists of masonry structures, with local materials and from renewable sources, conservation processes of the built environment are not promoted. In this sense, some new compulsory items in the lists, introduced by the Ministry of the Environment, aimed at rewarding sustainable processes in construction, favour the use of new, industrially produced green building materials, even in locations far from those of application, rather than the use of historical ones, also available locally. The field of conservation, based on principles of minimum intervention, use of materials from local sources and sustainability of historical materials, on their recycling and reuse, in construction, should be the most consistent approach with building and land sustainability processes. Certification studies on the sustainability of historic materials, and LCC (Life Cycle Costing), wouldprobably lead to greater protection of the historical built heritage
