Over the years, the Italian welfare state system has shown a constant increase in the sphere of satisfied needs, also due to the constant political and economic debate on the subject. The social demands have pushed the various governments to a widening not only of the beneficiaries but also of the services offered, in order to allow the full achievement of social equality and cohesion, as a factor in the modernization of society, the consolidation of democratic institutions and meeting the citizen’s needs. Global economic changes, fomented by the recessionary phenomenon, have pushed numerous governments, especially European ones, to carry out actions to revise the social protection systems as a result of the difficult sustainability in the medium-long term. The aim of the work is to highlight the evolution and characteristics of social protection systems, also as a result of the growing gap between outsiders and insiders, looking in a comparative perspective on the possible trends and reforms that will invest the matter in the coming years. The paper fits, therefore, in the debate not only economic but above all social of extreme actuality trying to draw attention to the aspects considered primary and not postponed supporting proposals that, based on a balance of experiences and new solutions experimented in other contexts, it deserve to be addressed and discussed during the reform of the Italian welfare state system.
