Project lines of the plan are presented in the First Part, through the indication not only of the criteria for inclusion of the Aeolian islands in WHL, but also of the methodology followed in its writing, of who is responsible, of the actors involved making contributions, suggestions and ideas. A particular mention will be made for the role assigned to UNESCO Sicily World Heritage Foundation, the bureau that will help implementing and monitoring of the Management plan. In the Second Part is framed the millenary history of the Aeolian islands that contributes to the same time to give a mapping of the Aeolian archaeological heritage. They are elements of the identity of the site that boasts at the same time – as presented in the Third Part-a wealth of inestimable biotic and geo-volcanological heritage. Essential for any work of management of a territory complex and articulated as Aeolian, is the examination-this in the third part- of the aspects structuring the company (economy, tourism, socio-demographic, etc.) and of the system of urban planning, the landscape, water, transport, waste and energy, of which-in the Fourth Part-was also deepen aspect of the protection and the correction/prevention of risks which are invested. On these bases in the Fifth Part are hypothesized consistent strategies of intervention, designed to conservation, promotion, the protection of specific resources tangible and intangible of the Aeolian Islands. Final and declared purpose is a sustainable development and environmentally friendly of the archipelago that is able to maintain-or even improve – the current and delicate balance of nature in the islands. For this purpose, in the Sixth Part of this work, will face strategies on control and monitoring in the time of such proposals for action by the UNESCO Sicily Heritage Foundation -aim to support the actions implementing the lines of management. On the basis of the above, in the Seventh Part is to strengthen the position of the Aeolian Islands in WHL, both proposing further criteria of merit as the "good nature", and anticipating an candidature "unpublished" as "Cultural Heritage". Finally, in the Eighth Part are listed UNESCO recommendations and the replies contained in a Management Plan.

Abstract

Nel Piano di gestione del sito UNESCO Isole Eolie sono definiti i criteri e le modalità per realizzare contemporaneamente l’obiettivo della tutela di un bene e uno sviluppo locale sostenibile. Il Piano contiene una mappatura dei Beni Culturali e Ambientali e Naturalistici, descrivendo un sistema territorio sotto il profilo economico-ambientale che contiene: - L’inquadramento storico, economico e antropologico del sito, l’uso finora fatto, i fattori di incidenza sui beni ambientali e culturali; - L’inquadramento attuale del sito, attraverso un’analisi degli strumenti legislativi e amministrativi e della loro conformità; - L’analisi dei processi produttivi critici e le relative interazioni con l'ambiente e i beni culturali; - L’individuazione delle aree di rischio e possibili interventi. Questo strumento di studio e analisi può costituire, inoltre, un’occasione per delineare una politica per l’arcipelago eoliano, coinvolgendo gli enti locali, le risorse economiche e sociali presenti nel territorio, con la finalità di integrare le problematiche della conservazione e tutela dei beni con i percorsi economici e sociali in grado di attuare un sistema di azioni e una politica di sviluppo locale sostenibile.

Le plan de gestion du site UNESCO des îles Éoliennes définit les critères et les méthodes pour atteindre simultanément l'objectif de protection d'un bien et de développement local durable. Le plan contient une cartographie des atouts culturels, environnementaux et naturalistes, décrivant un système territorial d'un point de vue économique et environnemental qui contient: - Le cadre historique, économique et anthropologique du site, l'utilisation qui en a été faite jusqu'à présent, les facteurs affectant le patrimoine environnemental et culturel; - L'organisation actuelle du site, à travers une analyse des outils législatifs et administratifs et leur conformité; - L'analyse des processus de production critiques et leurs interactions avec l'environnement et le patrimoine culturel; - L'identification des zones à risques et des interventions possibles. Cet outil d'étude et d'analyse peut également constituer l'occasion d'esquisser une politique pour l'archipel éolien, impliquant les autorités locales, les ressources économiques et sociales présentes sur le territoire, dans le but d'intégrer les problématiques de conservation et de protection des biens aux enjeux économiques et sociaux. des voies capables de mettre en œuvre un système d'actions et une politique de développement local durable.
Der Managementplan des UNESCO-Gebiets Äolische Inseln definiert die Kriterien und Methoden, um gleichzeitig das Ziel des Schutzes eines Vermögenswerts und einer nachhaltigen lokalen Entwicklung zu erreichen. Der Plan enthält eine Kartierung der kulturellen, ökologischen und naturalistischen Vermögenswerte, die ein territoriales System unter wirtschaftlichen und ökologischen Gesichtspunkten beschreibt und Folgendes enthält: - den historischen, wirtschaftlichen und anthropologischen Rahmen des Ortes, die bisherige Nutzung, die Faktoren, die das Umwelt- und Kulturerbe beeinflussen; - die derzeitige Organisation der Website durch eine Analyse der Gesetzgebungs- und Verwaltungsinstrumente und ihrer Einhaltung; - Analyse kritischer Produktionsprozesse und ihrer Wechselwirkungen mit der Umwelt und dem kulturellen Erbe; - Identifizierung von Risikobereichen und möglichen Interventionen. Dieses Studien- und Analysewerkzeug kann auch eine Gelegenheit darstellen, eine Politik für den Äolischen Archipel zu skizzieren, an der die lokalen Behörden und die auf dem Gebiet vorhandenen wirtschaftlichen und sozialen Ressourcen beteiligt sind, um die Probleme der Erhaltung und des Schutzes von Gütern mit den wirtschaftlichen und sozialen zu verbinden Wege zur Umsetzung eines Aktionssystems und einer nachhaltigen lokalen Entwicklungspolitik.
El plan de gestión del sitio de las Islas Eolias de la UNESCO define los criterios y métodos para lograr simultáneamente el objetivo de proteger un activo y el desarrollo local sostenible. El Plan contiene un mapeo de los Bienes Culturales, Ambientales y Naturalistas, describiendo un sistema territorial desde un punto de vista económico-ambiental que contiene: - El marco histórico, económico y antropológico del sitio, el uso realizado hasta ahora, los factores que afectan el patrimonio ambiental y cultural; - La organización actual del sitio, mediante un análisis de las herramientas legislativas y administrativas y su cumplimiento; - El análisis de los procesos productivos críticos y sus interacciones con el medio ambiente y el patrimonio cultural; - La identificación de áreas de riesgo y posibles intervenciones. Esta herramienta de estudio y análisis también puede constituir una oportunidad para delinear una política para el archipiélago eólico, involucrando a las autoridades locales, los recursos económicos y sociales presentes en el territorio, con el objetivo de integrar los problemas de conservación y protección de bienes con los económicos y sociales. caminos capaces de implementar un sistema de acciones y una política de desarrollo local sostenible.
