In order to design safer cities, it is necessary to first redefine and "actualize" the very concept of security. Urban security is built according to three declinations: • personal safety (safety); • cognitive security (certainty); • the security of existence (security). Security is necessarily a condition of social inclusion. The article presents a strategic approach that defines some methodologies needed to implement a model for urban security management in the context of inclusive cities. The innovative aspect is linked to the possibility of developing an action plan for an 'inclusive city model' in Calabria, drawn from the French ESSP (ètudes de sûreté et de sècuritè publique) which can be applied to plans and transformation projects concerning areas characterized by social and environmental risk.
