This work provides a multidisciplinary and multivariate analysis model for the study of the way of thinking of organizational and institutional leaders regarding the performance of public administration, on the basis of the forms of legitimation and self-legitimation that always accompany the management of power. The study of the public bureaucratic-administrative subsystem, of the restricted élites that operate at its top, of the complex of ideas and values professed, a natural cultural and ideological reflection of the structuring of power, uses different disciplines and theoretical paradigms such as organizational sociology, of knowledge and law, as well as the theory of élites and ideology.
